Cecil Bearden was the first Floodplain Board Chairman for the Canadian County Floodplain Board and has been the Chairman for 23 to 24 years, since 1984. At times members dropped off and it was difficult to keep this Board going. He found members that met the State Law Requirement and kept the ball rolling. Canadian County has had one Floodplain Manager of the Year-Lynne Stevenson-and he supported her with her OFMA activities. Also Cecil has worked closely with the current FPA-Amy Brandley-and was subpoenaed over the Banner situation. This case was settled after the District Judge found that their intent was in keeping with sound floodplain management and protecting personal property and lives. Cecil is a very profound advocate of discouraging floodplain development. Cecil has also assisted the Floodplain Management 101 Workshop when needed. He is very deserving of this prestigious award.
Leslie Lewis presented this award to Cecil at a retirement lunch at the OWRB offices at 3800 N. Classen Blvd, in OKC on Feb. 22, 2007. This award presentation was timed to coincide with his retirement from state service.
Cecil retired from OWRB for over 30 years of service as the State Dam Safety Engineer.
